To repel invasions

One of the legitimate roles of government is to protect the borders of its country from foreign invaders. This is not some made-up task that government officials thought of so that their department could have a bigger budget next year. It's in the Constitution (Article 1, section 8 ). Remember the Constitution? That document that the President and the members of Congress swore, hand on Bible (well, usually), to uphold?

So, why are there multiple tunnels connecting Mexico and the U.S. that we already know about and that are not being filled in? The cost of filling in the tunnels is $2.7 million, according to a spokesman for U.S. Customs and Border Protection, the agency responsible to perform this task. This agency has a 2007 budget of $7.8 billion (not million -- add another three zeros). So, why aren't the tunnels filled in already? It is because "the department is trying to find money in its budget to complete the work." Trying to find money? We are talking about less than .04% of the annual allocation here. Put that in perspective -- for someone who makes $50,000 a year, that represents a whopping twenty bucks.

You can call me paranoid, but I'm not buying the official explanation. The reason those tunnels aren't filled in is because somebody high up in the Bush administration doesn't want them to be.
